I consider that, for the

reasons given above, there is no

alternative but that this problem

should be dealt with by the Hong

Kong Government and that any

resulting expenditure, except in

particular cases where the Service

have

Department accept liability, must be

met by the Hong Kong Government.

I should however be glad to be informed

eventually what expenditure is

incurred by the Hong Kong Government

on this score, although I must warn

you that it is unlikely that any

further aseistance from His Majesty's

Government will be forthcoming.
